    One and two-bedroom affordable housing rental units will be ready for occupancy in early 2025 at 175 Oak Street. This building is new in the Regent Park neighbourhood.

    Eligibility

    Please read the full eligibility criteria for affordable housing rental units.

    To qualify for an affordable housing rental unit, an applicant's household annual net income cannot exceed four times the annual rent of the unit they are applying for.

    Available affordable housing rental units:

    Random selection process for 175 Oak

    Toronto Community Housing will assign applicants a random number. This number will be their place on the applicant list for this new building. The City of Toronto will provide oversight of the selection process to make sure it is fair.

    Applicants will be randomly assigned a position.

    Once the deadline for the online Expression of Interest for Random Selection passes, applicants will be randomly assigned a position on the applicant list.

    Applicants will be contacted in order.

    After the applicant list is created, applicants with the lowest randomly assigned numbers (depending on the number of available units) will be contacted first to start the eligibility review process. Once contacted, applicants will have three business days to respond with the completed application and supporting documents for all household members listed on the Expression of Interest for Random Selection form. No extensions will be granted. Supporting documents include:

    • Proof of Status in Canada
    • 2023 Notice of Assessment
    • Proof of full-time studies

    If you do not respond by the deadline, you will not be given another opportunity to apply for an affordable housing rental unit at 175 Oak Street.

    Approved applicants are notified.

    Approved applicants will be notified about which units are available. They can then rank the units in order of preference. Toronto Community Housing will try to offer applicants the units they ranked as most desirable. There is no guarantee that applicants will receive their first choice. Approved applicants will be required to submit last month’s rent deposit within two business days of approval.

    Approved applicants are offered a unit.

    TCHC can only offer units to approved applicants. Applicants should not give notice to their current landlord unless they are advised by a Toronto Community Housing representative that they have been approved. 

    If the offer is refused.

    If the applicant refuses the unit offered to them, the applicant will not be offered another unit at 175 Oak Street and will be removed from the applicant list.

    Where is this new building with affordable housing rental units?

    The new building will be located at 175 Oak St. It is located on Oak St, north of Dundas St. E. in Regent Park.

    175 Oak Street is a smoke-free, multi-family, mid-rise building.

    When will this building open?

    The building will open in early 2025.

    Why is TCHC holding a random draw for the affordable housing rental units?

    A random draw is a fair process for allocating affordable housing rental units. The random draw means that every eligible household will have an equal chance of renting a unit. Eligible households must have submitted a complete Expression of Interest for Random Selection form online during the collection period.

    How does a random draw work?

    After the collection period has ended, TCHC and the City of Toronto will oversee a process to randomly assign a number to each complete online Expression of Interest for Random Selection. The applicant list will then be sorted. Applicants with the lowest randomly assigned numbers will be contacted first to start the eligibility review process. This process will continue until approved applicants have accepted all units. 

    Will TCHC contact me once they have done the draw?

    All applicants will be randomly assigned a number in the applicant list. Once that process is done, you will receive an email notifying you of your place on the list. TCHC will contact applicants with the lowest assigned numbers to start the eligibility review.

    Is there parking at 175 Oak St.?

    There is no parking available at 175 Oak St. for the affordable housing rental units.

    What is a smoke-free building?

    TCHC is moving towards implementing smoke-free homes. 175 Oak Street will be a smoke-free building. This means that tenants will not be allowed to smoke and/or vape inside any of the units, the indoor communal areas of the building, or outside near any entrances or exits to the building. 

    What makes these rental units affordable?

    Affordable housing rental units are funded in part through the provincial Investment in Affordable Housing (IAH) program. The IAH program requires that rents do not exceed 80 per cent of the Average Market Rent for each unit type, as established by the Canada Mortgage and Housing Corporation and the City of Toronto.

    Who is eligible to apply for these units?

    At least one member of the applicant household must be 16 years old and have legal status in Canada. They must be either:

    • a Canadian citizen;
    • a permanent resident of Canada or an applicant for permanent resident status; or
    • a refugee claimant or Convention refugee.

    Applicants in Canada under a student/visitor visa or work permit are not eligible for an affordable housing unit under this program.

    I am a Rent-Geared-to-Income (subsidized) tenant. Am I eligible for this unit?

    If you meet the eligibility requirements for the 175 Oak units, you can apply for an affordable housing rental unit. Before TCHC offers a rental unit, we will review each applicant's rental history.

    Please note that this is not a subsidized rental program (Rent-Geared-to-Income). We will not calculate rent based on household income. Rent will be set based on the eligibility listed above.

    How do I apply for an affordable housing rental unit at 175 Oak Street?

    You must submit an online Expression of Interest for Random Selection form within the 30 calendar day timeframe specified. The deadline is to submit is Friday, December 13, 2024 at 11:59 p.m. We will not accept any online Expression of Interests for Random Selection after this deadline.

    Can I submit an Expression of Interest for Random Selection in person with TCHC staff?

    We will not accept these Expressions of Interests for Random Selection in person, over the phone, or through the mail. You must submit them through the online portal.

    Do I need a computer to submit an Online Expression of Interest for Random Selection?

    Yes, you will need a computer to submit an Online Expression of Interest for Random Selection. The online Expression of Interest form is not compatible for mobile devices. If you do not own your own computer, please visit your local library for computer access

    What information is needed to submit an online Expression of Interest for Random Selection?

    Before you submit the online Expression of Interest for Random Selection, you will need to determine who will live with you in the unit if you are selected. You will need to have the first name, last name, 2023 Notice of Assessment income information (for household members receiving income), and landlord history for each household member. 

    Note: falsifying any information on your online Expression of Interest for Random Selection form will result in your submission being removed from the applicant list.

    Will I receive confirmation when I submit my Expression of Interest for Random Selection?

    Once you have submitted the online Expression of Interest for Random Selection form, you will receive an email with a confirmation number. Only complete submissions will receive a confirmation number.

    Can I refuse the unit offered to me?

    If you refuse the unit offered to you, we will remove your name from the applicant list.

    Am I eligible for these units if I own a house, a condo, or a cottage?

    If you can live year-round in the property you own, you are not eligible for affordable rental units. To become eligible for an affordable housing rental unit, you must first sell your property.

    I am already in an affordable housing rental unit. Can I apply for a transfer?

    You may not transfer from one affordable housing rental unit to another. However, you may apply for other affordable developments once the one-year lease term for your current unit has expired.

    What if one of the household members is no longer interested after submitting an Online Expression of Interest for Random Selection?

    We will not permit any changes after the online Expression of Interest for Random Selection form is submitted.

    What if my income is just slightly higher than the limit, or I do not earn enough to cover the rent?

    If your household’s income is higher than the income threshold outlined above, you are not eligible for an affordable housing rental unit.

    If offered a unit, we will verify your income before you sign a lease.

    If your household’s income is less than the annualized rent, you will not be eligible for the unit.

    Do you require landlord references?

    If you have rental history, you need to submit landlord references. They are a very important part of the approval process.

    I have no rental history. Am I still eligible?

    Yes. We will take each individual case and circumstance into consideration. 

    Do I need to have a guarantor?

    We will only consider guarantors for the applicants who do not meet the credit check criteria but can prove enough income to cover the monthly rent. We will not consider guarantors for applicants who do not have enough income to cover the monthly rent.

    Is a credit check required?

    Yes, we must do a credit check before a lease offer can be finalized. 

    How much time will I have to provide a guarantor?

    You will have two business days from the time we notify you that a guarantor is required. You will need to complete the necessary form and provide supporting documents.

    What if the guarantor is not approved?

    The guarantor will go through the same income/credit check. If the guarantor is not approved, you will have one more chance to find another guarantor, and you will have an additional two business days to do so. 

    How long is my guarantor obliged?

    Your guarantor is obliged for the duration of the tenancy.

    If my income changes, and I cannot afford to pay my affordable housing rent, am I able to get a subsidy in my current unit?

    You will not be able to get a subsidy for your affordable housing rental unit. 

    What will happen if someone contacts me, and I do not respond by the deadline?

    If TCHC contacts you, you will have three business days to respond with the completed application form and supporting documents for yourself and all household members. If you do not respond by the deadline, your name will be skipped on the applicant list. You will not be offered another unit or contacted again by TCHC.

    I am sponsoring my friends or family members. Can I rent a larger unit size?

    You cannot get a larger unit based on sponsorship. At the time of offer, you are eligible for the number of bedrooms based on your current household size according to the City of Toronto’s occupancy standards.

    The City of Toronto's occupancy standards for these affordable rental units are:
     

    • Adult household members who are spouses must share a bedroom. Two persons who live together are considered spouses if: 
      • the social and familial aspects of the relationship amount to cohabitation; and 
      • one individual provides financial support to the other; or 
      • the individuals have a mutual agreement or arrangement regarding their financial affairs.
    • For adult household members other than spouses, a minimum of one (1) and a maximum of two (2) persons per bedroom 
    • For children under the age of 18, no less than one (1) and no more than two (2) persons per bedroom where the unit contains three (3) bedrooms or less.
    • For children under the age of 18, no less than one (1) and no more than three (3) persons per bedroom where the unit contains more than three (3) bedrooms, if the shared bedroom provides the minimum space required under the City's Municipal Code Property Standards.
    • A single parent may share a bedroom with a child if the applicant wants to share.

    Single persons are normally given bachelor units. However, a two-person family is eligible for a bachelor unit if the applicant requests it. A two-person family consists of either two spouses or a parent and child.

    Will I have an opportunity to view the unit?

    No. You will have to base your decision on the unit floor plans provided to you by Toronto Community Housing.
