Improvements in basement spaces
The Tenant-Led Improvements in Basement Spaces policy permits Toronto Community Housing’s tenants living in townhomes to carry out non-structural renovations to their basement spaces. We’re excited to offer this opportunity for tenants to personalize their basement spaces while maintaining safety and compliance.
What kind of improvements can be carried out
- Painting existing ceilings or walls
- Installing drapes or window coverings
- Placing loose flooring or area rugs
- General decorating
- Adding furniture for virtual learning, work-from-home, or similar activities
Important guidelines
- Renovated basement spaces cannot be used as bedrooms, sleeping areas, or cooking spaces.
- Combustible materials must be safely stored away from electrical panels, furnaces, and other mechanical equipment.
- Spaces must be restored to their original condition at the end of tenancy. This must be done at the tenant's expense.

What should tenants do if they are not sure if an improvement is allowed?
Tenants can contact TCHC staff for clarification about what improvements are allowed. They must also apply to get these improvements approved before starting any work.
What happens if I make improvements that are not allowed under the policy?
TCHC staff come to your home at least once a year to inspect living areas and identify and address potential hazards or unhealthy conditions. These inspections also help us make sure spaces comply with municipal licensing and standards. If staff see unapproved modifications to living spaces, you will be required to restore the space to its original condition at your own expense.
What happens if I move out?
You are responsible for restoring the basement space to its original condition at your own expense when your tenancy ends.
