Progress and updates
Toronto Community Housing (TCHC) is committed to providing ongoing updates about Swansea Mews to the community – especially former Swansea Mews tenants and neighbours living near the property.
Currently, TCHC’s Development team is working with the City to rebuild the Swansea Mews community. Staff are also looking for ways to achieve Toronto’s city building goals of creating new affordable rental housing units.
Planning application process
TCHC has submitted a planning application for a Zoning By-law Amendment to the City of Toronto. This marks the first major step in rebuilding the community so that tenants can return to the neighbourhood.
Through this application, TCHC is seeking approval of:
- Where the new buildings will go
- What type, and how big, the buildings will be
- Where the community spaces will go
- Where the streets and sidewalks will go
- How sustainable design and best practices will be incorporated
TCHC is working with the City of Toronto to update the existing zoning by-law to allow for the redevelopment.
Over the past few months, the Swansea Mews Revitalization team presented this proposal to tenants and the community through tenant leadership meetings and tenant consultations. Thank you to everyone who shared their thoughts and feedback to help shape the proposal.
What’s next?
We will continue to engage with Swansea Mews tenants and tenant leaders to keep them updated on our progress. We will also continue working with the City through next steps, including organizing a City-led community consultation meeting and a City-led tenant meeting.

In spring 2025, the Swansea Mews Revitalization team began recruiting Tenant leaders. These leaders will help represent the voice of their community.

Initial Development Proposal approval
On April 23, 2025, Toronto City Council approved TCHC’s Initial Development Proposal (IDP) for Swansea Mews. The IDP was brought to the City of Toronto after it was approved by TCHC’s Board of Directors in October 2024.
