Meet Barbara
Barbara Shulman was appointed as Chief Corporate Services Officer in January 2025. She provides strategic oversight of Toronto Community Housing’s People and Culture and Strategic Planning and Communications divisions. Barbara’s leadership enables the organization to achieve our service and business objectives to improve communications channels with tenants and the experience of our employees.
Most recently, Barbara was Chief People and Culture Officer, leading Toronto Community Housing’s human resources programs and services to build and sustain a healthy, high-performing culture. She brings extensive expertise in strategic human resources practices and a demonstrated commitment to equity and inclusion, gained through more than two decades of serving in progressive leadership roles in human resources at the City of Toronto and Toronto Community Housing.
